Does my Vietnam visa let me work?

No as a default. A visa is an entry/stay symbol. Labour permission is a work permit or a filed exemption. A visa alone does not grant work.

What if I also have a TRC?

A temporary residence card is stay. It is not automatically a work permit. Purpose, symbol, TRC, and work rights are four decisions.

Is an e-visa different?

An e-visa is still a visa symbol. It does not become labour permission because it was issued online.
