Unpaid is not the exemption. The treaty letter is.
In plain termsThe volunteer work-permit (WP) skip is unpaid work under a treaty, confirmed by a diplomatic mission or international organisation. A hostel “volunteer” badge is not that letter. A student internship is a different exemption.
Start here — three checks
- True volunteer limb? yes
- Intern is a different skip. yes
- Otherwise permit default. yes
Three unpaid stories, one statute
| Story | Filed limb | If you force volunteer |
|---|---|---|
| Treaty volunteer with diplomatic / IO confirmation | Permit-exempt on that limb. | You skip the confirmation because the work is unpaid. |
| Enrolled student internship | Intern page. Not this letter. | You file a volunteer note for a school placement. |
| Bar, NGO, or farm stay with no pay | Still labour if it is work. Permit default. | Consequence: forced exit or deportation. |
| Tourist stamp plus “helping the community” | Immigration status is not a labour skip. | You advertise a volunteer visa Vietnam does not sell. |
Common wrong movesZero dong is not a legal form.
- Paying “expenses” that look like a wage and still calling it volunteer.
- Using intern paperwork because it was easier to photocopy.
- Skipping the employer need-justification on a role that is actually a hire.
If they already startedName the limb. Then file that limb.
- No treaty letter → stop. Open the work-permit hub.
- Real intern → keep school confirmation. Do not relabel.

Common questions
If I am unpaid, do I skip the Vietnam work permit?
No as a default. The volunteer limb is unpaid work under a treaty with diplomatic or international-organisation confirmation. Unpaid labour for a café is not that confirmation.
Is a volunteer the same as a foreign intern?
No. The intern limb is a student or trainee internship. The volunteer limb is treaty-plus-confirmation. Do not swap the dossiers.
What if we already let them start ‘helping’?
Working without a permit where one is required can mean forced exit or deportation. Stop the work. Name the real form.
