An intern exemption is not a cheap employee
In plain termsThe student or trainee internship limb can skip a work permit (WP). A labour contract does not. Compulsory health insurance (BHYT) keys off contract length, not the word “intern” on a badge.
Start here — three checks
- True intern limb? yes
- Otherwise permit default. yes
- BHYT if it is really employment ≥ 12 months.
Badge vs contract
| Arrangement | Labour read | If you relabel |
|---|---|---|
| Enrolled student / trainee internship (including listed seafarer training) | Permit-exempt on that limb. | You skip school confirmation and call it an intern anyway. |
| Full-time work, salary, indefinite-looking duties | Employee. Permit required. BHYT if the contract is ≥12 months. | Working without a permit: forced exit or deportation. |
| “Unpaid intern” doing production work | Unpaid does not by itself become the volunteer-treaty limb. | You invent a third category the decree does not sell. |
| Expert or technician title on a short secondment | Different exemption or permit path — not this intern page. | You copy intern logic onto an expert file. |
Common wrong movesCost comparison is not a legal form.
- Using intern status to dodge BHYT on an 18-month labour contract.
- Skipping the employer need-justification because “it’s only a trainee.”
- Putting the intern on a tourist stamp.
If the person is already workingName the real form. Then file that form.
- If it is employment, stop and open the permit stack.
- If it is a real intern limb, keep the school/training confirmation in the file.

Common questions
Can we hire a foreign intern without a work permit?
A student or trainee internship — including listed seafarer training — can be permit-exempt. A paid role that is actually employment is not that limb. Foreign workers generally need a permit.
If the internship lasts 18 months, is BHYT compulsory?
Compulsory BHYT for foreign employees keys to a definite-term labour contract of at least 12 months. An internship that is not that contract does not automatically inherit the BHYT gate — and a disguised employment contract does.
What if they are just ‘helping for three months’?
Working without a permit where one is required can mean forced exit or deportation. Three months of labour is not a synonym for the student-intern exemption.
