NGO and ODA work — exemption limbs are narrow

In plain termsDevelopment, humanitarian, and international-org roles sit in Hanoi and the big cities. Some titles touch filed work-permit exemptions. Most paid programme staff still sit on the ordinary employer door. A visa alone does not grant work (no).

What people actually do

Foreign NGO staff, ODA advisers, project specialists, and accredited journalists work under Vietnam-registered offices or project hosts. Volunteers arrive on treaty programmes. The lifestyle looks like “mission” work; the labour stack is still paper — exemption confirmation or a full permit.

Exemption is not silence. Employers still file confirmation. Stay still needs a published immigration path. Deep list: work permit.

Ordinary paid NGO staff

If you are not in a filed exemption limb, you are a foreign worker (yes). Map the role to manager, expert, or technician (manager, executive, expert, technician). Stay usually LĐ, TRC capped at 2 years for those symbols.

Tax

Resident worldwide (yes). Non-resident employment flat 20%. Treaty overlays may touch diplomatic pay — open your passport overlay.

Common questions

Do NGO workers in Vietnam need a work permit?
Ordinary programme staff usually yes. Narrow exemption limbs exist for heads of foreign NGO / international-org projects or rep offices, ODA advisers under treaty, unpaid volunteers with confirmation, and MOFA-certified journalists. Exemption still needs confirmation paper — it is not automatic.
Is volunteering an earn path?
No. The volunteer exemption is unpaid under treaty with confirmation. If you are paid, treat it as ordinary foreign-worker labour unless another filed limb fits.
Can journalists work without a work permit?
A filed exemption exists for foreign journalists confirmed by the Ministry of Foreign Affairs. Confirmation is the gate — not a press badge alone.
