Can foreigners work in banks in Vietnam?

Yes when a Vietnam bank, branch, or finance employer sponsors you. That is the Vietnam-employer door with the ordinary work-permit stack — unless a filed exemption or a confirmed VIFC classification under NĐ 325 applies on paper.
