Construction & plant sites — project labour is still employer paper

In plain termsForeign project managers, site engineers, and supervisors earn on Vietnam builds and plant expansions. The hard hat is the job; the door is Vietnam employer. A visa alone does not grant work (no).

What people actually do

EPC and general contractors staff high-rise, industrial, and infrastructure packages with foreign PMs, QS leads, ME/structure specialists, and HSE supervisors. Operating plants bring the same limbs for brownfield expansion — overlap with FDI / plant and energy yards. Multi-province packages file under the head-office authority (People's Committee where the employer's head office is).

Labour stack

Foreign workers generally need a permit (yes). Positions: manager, executive, expert, technician. Expert: degree + 2 years years matching experience. Technician limbs use training and experience thresholds on the work-permit page.

Intra-company transfer: prior employment ≥ 12 months months. Short install / train / advise under 90 days days in a calendar year — day-count exemption. Stay LĐ, TRC capped at 2 years. Risk: forced exit or deportation.

Tax note — construction PE is not a work permit

Home-country treaties often treat a building site or construction PE after a day or month threshold. That is a tax-overlay question on tax across borders — it does not invent Vietnam labour rights. Resident worldwide income still applies when you are a Vietnam tax resident (yes).

Common questions

Do foreign site engineers need a Vietnam work permit?
Usually yes if a Vietnam entity employs you on a project. Short install / train / advise under the filed day-count exemption can skip the permit for that year — count days carefully. ICT transfers use a separate prior-employment limb.
Is a construction site the same door as an FDI plant?
