Australia writes a note. Vietnam still issues the card.
In plain termsA note verbale is a formal diplomatic letter. Australian missions in Vietnam publish a no-objection template for permanent residence (PR / thường trú). It is not the Vietnam card, and it is not a salary certificate.
Start here — three checks
- AU note on file? yes
- Minimum age on the template. 18 years
- Australian passport required? yes
What the mission letter is — and is not
| Document | Who issues it | If you confuse them |
|---|---|---|
| AU no-objection note verbale | Australian Embassy Hanoi or Consulate-General HCMC, on the published template. | You treat the PDF as already-granted Vietnam PR. |
| Home-country note in the Vietnam file | Still required. yes | You skip the mission because a blog said “Australia is easy.” |
| The PR dossier itself | You file in person. yes | You ask a spouse to lodge it like a TRC. |
| A monthly income printout | Not what this note is. The income-line page is a different closed door. | You staple payslips and skip the mission letter. |
Common wrong movesThe generic PR page is the missing salary figure. This page is the AU letter.
- Applying under 18 on the AU template.
- Presenting a New Zealand or dual-national passport as the AU template identity.
- Using the note as a work permit or a TRC.
If the mission will not issue the noteVietnam still wants a home-country document. Do not invent a substitute.
- Read the published AU PDF against your passport and age.
- Open the generic PR filing page for the Vietnam-side clocks — not for a dollar figure.

Common questions
Does Australia issue the Vietnam PR card?
No. Australian missions issue a no-objection note verbale for the Vietnam dossier. Vietnam Immigration still decides thường trú. You file that dossier in person.
I am Australian but I travel on another passport. Can I use the note?
The published template requires an Australian passport. A second nationality without that passport is not the template on file.
Is the note a substitute for a salary figure?
No. Vietnam’s immigration statute still has no numeric PR income line on file. The note is the home-country document, not a payroll test.
