FDI restaurant in Vietnam: permit stack by stage

In plain termsA restaurant is not an ERC (Enterprise Registration Certificate) with a kitchen. Foreign investors usually need investment and company files, then a stack of operating permits: food safety, fire prevention, location/conditions, and sometimes alcohol or music. Open in the wrong order and you refit the site.

  1. Separate incorporation (IRC/ERC) from opening permits. The company can exist while the kitchen is still illegal to run.
  2. Lock the site’s use conditions before you pay a heavy fit-out. Fire and food-safety layout beat interior design.
  3. Sequence staff work permits after the employing entity exists — not on a tourist stay “until the café opens.

What licences does a foreign investor need to open a restaurant in Vietnam?

Can I open on ERC while food-safety is still pending?
